In the video , why are a few soap molecules freely suspended in the water . why are they not forming a micelle ?

This is simply because the soap molecules are present in excess. The amount of soap molecules required to remove the dirt particle is less then the actual number of soap molecules present in the water. This is because in general we always use excess of soap or detergent as we don't know exactly how much soap is required.The extra soap molecules remain suspended in water.
