Both Central and State governments have powers to administer the districts, cities that come under their control respectively
Indian Union enjoys strong power because a unity or uniformity should be maintained on the subjects mentioned in the Union list of the Central Government.
Some of the subjects found in Union list are defence, foreign affairs, banking, currency regulations etc, which are considered as national importance
Hence, only the Indian Union has the control and power in handling these issues with high confidentiality
