No, it is not necessary for the antenna to be of same height as there is not obstruction between the transmitting and receiving unit.

The effective area (A) in this case would be

A = πd2

where d = √2Rh

R is the radius of the Earth = 6.4 X 106 m

h is the height of the antenna = 81 m

so A = 3.14 X (2 X 6.4X106 X 81)

or effective coverage area A = 3255.55 X 106 m2
