Federalism is a principle in which power is equally divided among the federating units, having autonomous powers. It is not a prerogative of large states but those states where there are diversities in language, religion, culture etc. Belgium has federalism because the ethnic compositions of Belgium has been cause of conflicts and federalism has worked out bets way out of the conflicts.
