Lime water is basic in nature because it is a saturated solution of calcium hydroxide Ca(OH)2 and upon hydrolysis it will give hydroxyl ions. Dissociation reaction for lime water is as follows:-

Ca(OH)2 (aq) Ca2+ + OH-

Moreover the basic the nature of calcium hydroxide can be confirmed by using litmus paper as it turns red litmus paper to blue hence basic in nature.
