There are several oval or circular openings present in the skull. Foramen magnum is one of them . It is a large opening that is present in the occipital bone of cranium. Through this opening spinal cord passes to the cranial cavity.
So base of cranium is occipital bone which has foramen magnum for the entry of spinal cord.
