It is advised to not opperate electrical appliances with wet hand because it is a good conductor of electricity .but our body is also a good conductor as electricity can pass through it .Then what if we use with wet or dry hand??

The water can get into corners which we do not touch while regular operation. That water can form a connection between our body and live wire. Hence, it is advised not touch appliances and switches with wet hands.
