This simply mean that in a cell copy of DNA is not sufficient to carry out physiological processes like transcription, translation, and other metabolic process, a cell must have cellular machinery that carry out these processes like in transcription RNA polymerase and in translation ribosomes are necessary enzymes to carry out these processes.
