kharif crop can not been grown in rabi season and vice versa , why ?

Kharif crops are dependent on rain as the quantity of rain fall and the timing matters for the growth and production of good crop, whereas rabi crops are not dependent on rain as they don't need much water. Seed of rabi crops are sown when rainfall ends. So rabi crops are not grown in season which is suitable for rabi crops as there water requirement is different and this holds true vice versa.
