Solution

The phenomenon of atmospheric refraction is responsible for this. During sunrise or sunset rays has to pass through the larger distances of the atmosphere as compared to the noon. So at sunrise or sunset, rays from the upper periphery and lower periphery, bend unequally , make the sun a flat disk at the sun rise.
