nitrogen and chlorine have same electronegativity, nitrogen forms hydrogen bonding but chlorine does not
Hydrogen bonding is the result of a strong Van der Waal's attratcion between dipoles formed between hydrogen and small electronegative elements like nitrogen. In the case of chlorine, the extra distance that is caused by the larger size of a chlorine atom does not allow hydrogen bonding to occur. However, the small size of nitrogen aids in forming hydrogen bonds.
