Ordinary water boils at 100 degree celcius. Can it be made to boil at 95 degree celcius or 100 degree celcius?

Yes.

Water starts boiling when its vaopur pressure becomes equal to the atmospheric pressure.

If the atmospheric pressure is increased the boiling point of water will also get increased.

Similarly if the water is heated under the reduced pressure conditions, its boiling point will get decreased.
