Yes! Oxygen supports combustion, but water not. Because oxygen is an element and water is a compound containing two elements hydrogen and oxygen. When two elements combine with each other, to give a new substance, then properties of the new substance are totally different from the elements from which it is made up of.This is the reason, water's properties do not match with oxygen.
There is no reason of majority of oxygen molecules in water and oxygen.
