Why does positive charge hav a higher potential than negative charge ?

usually , water from higher potential flows to lower potential , right? so , if electrons are flowing frm the negative terminal , then shouldnt the negative charges hav a higher potential ?

Electric potential increases moving nearer to positive charge or moving farther from negative charge.So positive charge have higher potential than negative charge.In flowing a current there is a flow of positive charges called holes towards the negative terminal,so we say that movement of charges is from higher potential to negative potential.In case of electrons,they are negatively charged,so they move from negative terminal to positive terminal.
