In bulbs like CFLs and tube lights the mixture of gases produces ultraviolet (UV) light when electricity is passed through the mixture. This UV is absorbed by the white coating (generally phosphorus layer) within the glass of the CFLs and tube lights. And then the coating emits visible white light.
