Promotion of electrons is not essential prior to hybridisation. what does that mean?

Promotion of electrons generally leads to unpairing of electron which is energetically not favorable in case of element not paticipate in bond formation. Hybridization of orbital takes place result in orbitals of similar energy and shape hence participate in bonding and give more stable structure. For hybridisation to take place, it is not necessary that the electrons should be excited and promoted to higher energy level. Electrons, when excited jump into the higher energy level. So the promotion of electron is in situ and it is not essential before hybridisation takes place.
