Dear student!

It is possible because, an ion is formed when an atom of an element either lose its outermost valence shell electrons or gains electrons to make a stable noble gas like configuration.
This process is called as charge formation and it occurs because the noble gases are most stable element which have their stable octet configuration (except helium which has duet) so the elements tend to have a maximum of eight electrons in its outermost shell so that it could achieve the electronic configuration and stability like the nearest noble gas and so they lose electron to form a +ve cation and gain electrons to form a negative anion.
For ex: Na (2,8,1) loses its outermost 1 electron to form Na+ (cation) which has a configuration equal to Neon noble gas (Ne - 2,8)
Similarly, the chlorine gas Cl( 2,8,7) gains an electron to form negative Cl- anion which has an electronic configuration like a noble gas argon Ar (2,8,8).
