Newton’s 2nd law gives,

F = ma

F is the force applied to the mass ‘m’ and ‘a’ is the acceleration.

In absence of any force the acceleration is zero because mass cannot be zero.

When the acceleration is zero then there is no change in state of motion of a body. That is, a body at rest will remain at rest and a body moving with constant velocity will move with the same velocity. This is Newton’s 1st law.

Thus, the 1st law of motion is contained in the 2nd law of motion.
