1) When resources are available only in fixed places on the earth they are called localized resources (E.g. coal, iron, etc.).
2) Ubiquitous or universal resources are found everywhere (e.g. air, water, etc.).
3) Both are similar because localized resources and ubiquitous resources are available in larger quantities and require only a one time application of technology in extraction.
4) Complement of both the resources is required for our survival.
