All planets form at the same distance from sun where they are now. All the celestial bodies in space are moving, in the same way when the planets formed they also move but did not be able to escape from their orbit around the sun. This is because of the gravitational pull of the sun. The strength of this force depends upon the masses of the planet, the sun and the distance between them. This force confirms the fixed orbit of planets around the sun not the order of the planets.
