Why does electricity pass when resistance opposes the flow of electrons?is electricity regulated by flow of electrons?

The electric current is a flow of electrons through a conductor.When the electrons move from one part of conductor to the other part,they collide with other electrons and with the atoms and ions present in the body of conductor.Due to these collisions,there is some obstruction to the flow of current through the conducter.This property of conductor is called resistance.

and also,

Resistance=Potential difference/Current

So a substance having a very low resistance allows the electricity to flow easily and a substance having infinitely high electrical resistance does not allow electricity to flow through it.

And also we can say that electricity is regulated by the flow of electrons.
