With reference to the third law of motion, does the action-reaction force act at the same instant of time?

Yes, action-reaction forces appear simultaneously. Action and reaction forces cancel each other many a times like a book kept on a table or in case of a bob hanging from a thread.

But it should be remembered that the action-reaction pair do not occur in the same body but within the system where two bodies are interacting.
