State any two differences between the local govt. before and after the constitutional amendment in 1992.

a. Before the Constitutional Amendment Act, elections to the local governments were not held regularly,however after the Act, the local governments have been accorded constitutional status and that the State Election commission ensures regular elections to these local bodies after every five years.

b. Local governments did not have any power or resources earlier, however 73rd and the 74th constitutional amendment acts provided for transfer of subjects by the state governments as mentioned in the 11th schedule of the constitution to the Panchayats like, agriculture. water management, minor irrigation. Similarly it also provided for State Finance Commission to look after the financial needs of the local bodies.
