An element having 7 electrons in its outermost shell gains one electron to form stable configuration having its valency of -1. Hence the element should be non-metal and not metal.

If the no. of valence electrons 1 to 3 then it would be metal and if the no. of valence electrons inbetween14 to 7 then they are non-metals.
