the conductor having excess of electrons is negatttively charged and said to be at lower potential,while the conductor having deficiency of electrons is positively chared and is at higher potential.justify the statement

It is because electrons are said to contain negative charge and the therefore a heavy concentration of electrons will lead to lower potential at the point where the charges are being observed.
It is said so also because it is seen that when two bodies are rubbed and they develop electrostatic charge, the negative charges go from the body with excess electrons to the one with less of electrons because of which there is a charge difference created and they start attracting each other.
