This is because the relative velocity of ours is zero wrt rotating earth!

since we are also rotating due to inertial frame we are at rest!
as we are in a frame that is either at rest at moving at a constant velocity wrt earth!

So due to net relative velocity zero wrt earth the objects are treated at rest!
