The electrons in an electrolytic cell move from cathode to anode and also in a cathode ray experiment the cathode rays move from cathode toanode. So why we have to create an electromagnetic feild for just knowing th charge of the atoms?

Electromagnetic field was applied to determine the charge to mass ratio of cathode rays. Cathode rays travel undeflected in the absence of electric and magnetic field. But when the strengths of electric and magnetic fields balance each other no deflection of cathode rays is observed either. By measuring the strength of electromagnetic filed, the charge to mass ratio of cathode rays was determined.
