Kinetic energy of the electrons is directly proportional to the frequency of the incident radiation.

If frequency of the incident radiation is less then the threshold frequency, the energy of the electron will be less then the minimum energy required to eject the electrons and hence no electron will be ejected no matter how much the intensity and how long the radiation occurs.

Kinetic energy of the photoelectrons is independent on the intensity because increase in the intensity does not effect on the energy of the photons rather it simply increase the number of photons falling on the surface of the metal and hence increase the number of photoelectrons.
