So suppose the sides are x, 2x and 3x.
Then perimeter of triangle = x + 2x + 3x = 36 cm
$$\begin{gathered} \Rightarrow 6x=36 \\ \Rightarrow x=\frac{36}{6}=6 \end{gathered}$$
Therefore the smallest side is 6 cm.
