Tissues are a group of similiar cells that have the same function. If so, how is the permanent tissue a tissue though it has different cells?

A tissue can be defined as a group of cells working together to perform same function. Hence, it may be a group of similar cells or different cells working together to carry a particular function. There are two types of tissues on this basis:

1) Simple tissue: Containing same cells.

2) Complex tissue: Containing different cells.
