The average kinetic energy of any ideal gas is always equal to (3/2) kBT where kB is Boltzmann constant. It depends only on the temperature and is independent of the nature of the gas.
Since Oxygen and hydrogen both have the same temperature due to thermal equilibrium, so the ration of average kinetic energy of the two gases is 1:1.
