Water was poured over a large oil fire to extinguish it. What would happen and why?

Oil is lighter than water. Therefore, when water is poured on a large oil fire, then oil being lighter as well as imiscible with water will form a separate layer above the surface of water and continue to burn. Thus, the fire will not be extinguished.
