Proprieties of the coulombs law:

It describes the electrostatic interaction between the charge particles.
Induction property: A uncharged body can be charged if a charged body in brought near to it.

Limitations :

The charges should be point charges because the gravitational force due to the masses of the charges are not taken into account while considering a system of charges.
There should be no relative motion between the charges. As otherwise there will be a current and a magnetic field and Lorenz force as well when there is a relative motion between the charges.
