The temperature difference across places in earth causes high pressure and low pressure region. When air rushes from high pressure region to low pressure region, wind is said to be blowing.

The minimum wind of velocity required to rotate a windmill and obtain useful energy is around 12 km/h to 14 km/h.

The wind that blows is actually powered by solar energy. The heat of sun light absorbed by the atmosphere causes temperature difference across various places in earth. As a result, high and low pressure region of air is formed which eventually causes wind. Thus, we can say that electricity generated by a windmill is another form of solar energy.
