'Soviet' can be any citizen of Soviet Union or anything concerning Soviet Union. Government bodies at local level were also called Soviets in USSR.

Soviet Union worked on the ideology of Marx and Lenin.Most of the means of production were in the hands of government and the government worked for public welfare.
