De facto means "in fact". The term is used for governments that practise (De facto) administrative activities different from legal (De jure) procedures. De facto ruling states that the law is not officially established. It is indicative of the fact that the government may not be constitutionally in power but are in reality. De facto rulers exercise power without being legally or officially established.
