When the term "concentrated" is used with the acid or base, it means that the amount of acid and base is very high in the solvent like water.
While " dilute" is used, when the amount of acid or base is very less.
Therefore, these terms are used to tell the concentration of acid or base in water like concentrated sulphuric acid or dilute sulphuric acid.
Concentrated Sulphuric acid (H2SO4) is used as dehydrating agent as it has strong affinity for water. It is also used as oxidising agent.
