Activated charcoal is charcoal which is processed to have a large number of small pores to tremendously increase its surface area and they become porous. This activated charcoal is then used for adsorption or chemical reactions. They act as filters by attracting some atoms or molecules towards themselves while being unattrated to others. Also, once they are filled they stop working as filters.
