What is the difference between an inductor and a electromagnet arn't bot the same thing wire wound on a soft iron core??

No both are not exactly the same. An inductor is an electronic component that gives inductive reactance to a AC circuit and introduces a phase difference of 90o between the current and potential difference while an electromagnet is an artificial magnet which gets magnetized as long as current is passed through its solenoids.

An inductor may or may not have an iron core; there are inductors that have air cores too. Still inductors can be a straight wire also because there is finite inductance of a straight wire as well. On the other hand an electromagnet may not have solenoids at all like Bitter electromagnets (the strongest electromagnets known) have got metallic plates around a core rather than wires.
