1. EMF is the maximum potential difference between the two electrodes of a cell when the cell is in the open circuit
Whereas, the potential difference between the two points is the difference of potential between any two points in a closed circuit.

2. We can measure potential difference between any two points, but EMF exists only between the two electrodes of a source.
