Fuels are the substances which produce heat or power when they burn. So oil is kind of fuel. But all the oils exist in nature is not fuel. The crude oil formed under the earth is used as fuel after the refining.

Coal gas is a gaseous fuel form during the destructive distillation of coal. It contains mixture of gases like Hydrogen. carbon monoxide and methane.

Petroleum is also a kind of fuel occurs under the earth in form of liquid. It is a mixture of hydrocarbons.
