1) For comparing countries or states, their income is considered to be one of the most important attributes. Countries with more income are more developed than others with less income.

2) For instance, Punjab has more per capita income but its human ranking is low when compared to Himachal Pradesh, Bihar which has low per capita income

3) This is due to the fact that Punjab has high infant mortality rate and the percentage of children being sent to school are also very low.

4) Hence, it can be said that though Himachal Pradesh has low per capita income, due to development of health facilities, education etc, human ranking is higher than in states with high per capita income like Punjab
