The Dutch followed the following policies to control the forests:

a. Forest laws were enacted in Java, which restricted villagers entry in the forests.
b. Forest timber was used for ships and railway sleepers. Now wood could be used for specified purposes.
c. Villagers were punished for grazing cattle, for transporting wood without permission, or travelling in forest roads.
d. ​The Dutch government used the ‘balandongdiensten’ system for extracting free labour from the villagers.They imposed rents on land cultivated in the forest.
e. During war the Dutch ​ followed the scorched earth policy of destroying saw mills, burning logs of teak so that the Japanese could not benefit from it
