Aqua regia is the mixture of hydrochloric acid and concentrated nitric acid present in the ratio of 3:1. Thus, aqua regia term is not used for all acid . The only acid used to make aqua regia is hydrochloric acid and concentrated nitric acid. Secondly, this is made so to increase the reactivity towards inert substance like Au which do not have the easy tendency to react with any acid. Thus, if hydrochloric acid not mixed with concentrated nitric acid to make aqua regia then acid alone will not be able to react with less reactive metal or noble metals like silver , gold , platinum. This reactivity of aqua regia with these metal like gold is used to purify these metals from their ore.
