In case of moist fur there is static charge transfer as friction by rubbing it with a ebonite rod would decrease compared to the case of dry fur. The moistness is means a coating of water over the fur's surfaces which acts lie a lubricant thus reducing friction and subsequently no (or very little) charge transfer takes place between the two objects.
Thus, the leaf electroscope does not detect any charge and would not deflect.
