When chlorine reacts with metals having variable valencies, the
chloride of the metal with higher valency is formed. Why?

This is because of high electronegativity of Cl atom. Same is the case with F also, this is due to the fact that higher oxidation stated of the metals are stabilized by high electrongative elements only.
