when no rubbing is performed on an object does it already contain the positive charge?

All the objects are made up of atoms. An atom is combination of positive and negative charges.

The object before rubbing is neutral and it do contain positive charge but the magnitude of positive charge is equal to the negative charge so that the net charge on the object is 0.
