when the blood reaches cells it is with low pressure and after metabolic activities it is sent to heart through veins. To reach heart some pressure is required from where the pressure comes

Blood return to the heart through veins. The pressure created by contraction of smooth muscles of the vein allows blood flow and veins also contain one-way valves which do not allow back flow of blood.
