Considering the case when the body is in motion and then we remove the force:
The moment we stop the motion the external force which counter measures the effect of frictional force to make the body move, reduces and gradually becomes less than the maximum frictional force acting. In this situation the amount of force acting against the motion of the body dominates the force required to move it so the body will come to rest after some time.
