Nonmetal combine to other non-metal by covalent bonding.

Both the nonmetals taking part in bonding have tendency to loose electrons and none of them is going to loose them. Thus there is no possibility for the formation of ionic bonds. In this case where transfer of electron is not possible , sharing of the electrons take place between the two atoms which result in the formation of covalent bond.
